The draft regulation sets out particular limitations about the electricity ordered in the PPAs, stating that “no volume of electricity purchased by the marketplace participant under the qualified order arrangement [is usually] used by or credited to the marketplace participant in regard of any IESO need reaction auctions or pilots or any capacity
